Report :About Second Uses of Schools in Asahimachi

The municipality of Asahimachi is as other
mountainously situated places in Japan demographically
over-aged. Thenumber of pupil is constantly
decreasing. Therefore four local elementary
schools had to be closed since 2001. Although schools
are primarily the places for education,they are also
the centers ofthe community spirit. The aim of this
investigation is,to find a second use for the four
vacant schools and to prepare for putting the plans
into practice. The following six elements should be
combined in the plans for a second use:l) Continuing
to be a place for participants to learn from each
other. 2) Continuing to be a place for children’s
activities,including inviting children from other
places. 3)Providing support for the community by
involving local citizens and maintaining it as a
communitiy facility.4 )Recruiting future public institutions.
5) Being inviting for visitors. 6)Useful for
the local business.
The motivation for the second use must be based
on local interests. Initial experiences have realized
that a self-organized children’s concert and a great
tea party mobilizes the people and helps them to
find their own most suitable form of conversion. The
local movement of an Eco-Museum also shows good
promises to involve the buildings as satellites. An
open question is how a continuous form of organization
can be realized.
