Report on citizen’s participation in a landscape planning
of a temple town in Yonezawa-city

Higashi-teramachi is located in the center of castle
town, Yonezawa, in Yamagata Pref. There are 17 temples
along the main street of 1km in length and sequence of
the temples creates historical landscape. The oldest temple
was founded in 1226, Kamakura era.
According to the Yonezawa city landscape plan, devised
in 2010, the WS meetings were held once a month
for a half-year. Remarkable feature of this program is a
collaboration of priests and inhabitants in the town. They
both have different situation and way of thinking. Finding
differences of both situation and promoting mutual
understanding were the most important start point to
make meetings successful. Step-by-step program was
prepared by Shimura laboratory of the Tohoku University
of fine art and design, to make common awareness of the
issues. Firstly evaluated historical landscape of temple
town, and talked over examination of town design, role
allotment, priority, and investigated directionality of the
future citizen-based town planning. They made a proposal
to make sequences of historical scenery fence and exterior
of the temples, make community events more active, and
to place guide-signs and maps for sightseeing tourists.
This meeting was success in brought up consciousness
to cooperate together without depending on administrtion.
