天童古城西都市計画道路沿道街並み形成に関する研究
A Study on Townscape Making along TENDO KOJONISHI City Planning Road

以前経験し２００６紀要に発表した高畠町の場合（本文注１）と同様に、天童古城西都市計画道路沿道の街並み形成の機会を得た。高畠では大きな変更が成果と考えたが、土地区画整理事業に必須となっている一般的な規制型地区計画等、多様な方法で拘束型詳細計画を実施できるはずである。ただし特別に地元と、専門的に可能性を追求し、創造的な元型を学び運用し蓄積させた後にそれが可能となる。
天童で協定に謳ってはいなかった保存が実現できたのは、町家や蔵、樹木の現地調査をして、瓦版に掲載し、委員会で活用したからと考える。
まちなみ形成を行ううえで効果があったことを例示すると、既製品の金属製カーポートを原則禁止にした基準、パンフレットに和の建造物の原型を図示したこと、初期の頃に現地で原型となる建造物が出現したことである。最初の要因は道路と建造物の距離を縮め、道路の囲われ感を作り出すのに成功した。
地元の委員は頼られがちであり、委員会以前に相談されるので、信頼のおける理解しやすい専門的なデザインガイドを使って、街並み形成を学習しておく必要がある。

The author had a chance to manage a townscape making
along the city planning road in Tendo city which is
resemble to the case in Takahata town. About a former
case author also wrote an article in the bulletin published
in 2006, which evaluated large changes the committee
suggested.
This article insisted the detailed forced plan could be
possible in various methods such as district plan which is
adapted popularly with consolidation projects. Those detailed
regulation should be attained after the special attempts
with experts and inhabitants to study the possibility
and accumulate creative prototypes, leaning systems,
working managements, and so on.
Compared with Takahata, some conservation projects
could be realized in Tendo, with no convention but with
an activity of surveying those valuable old “machiya”,
”kura” and trees with inhabitants to publish a block
newspapers, utilize the results in the committee.
To make a townscape, those seemed effective to prohibit
readymade metal flame carport, show Japanese style
building prototype drawings in the pamphlet, build real
prototype buildings in an early stage. The first factor succeeded
to decrease a distance from the road to the buildings,
which is able to make a surrounded situation on the
road.
Local members of the committee apt to be relied on
and be consulted with neighbors before the Committee
should learn townscape making methods based on reliable
and understandable expert design guide.
